A Scientific Ethical Committee (CEC) is a group authorized by the Ministry of Health that deals with protecting the rights people, interests and safety of participants in clinical trials, according to the laws and regulations of Costa Rica and international standards and practices of biomedical research.

The current National Council for Health Research (CONIS) was created by Law 9234 Regulatory Biomedical Research Law, under Article 34 which reads “The National Health Research Council, hereinafter CONIS, is created as an independent, multidisciplinary , ethical, technical and scientific body, under the Ministry of Health with a degree of maximum decentralization and instrumental legal capacity”.
